  teenagers standing on the corner of that same street yesterday

  to blame the teenagers for the robbery?

    Correct.

Proximity, or nearness to the scene of the crime, may cause an attribution (possibly a good one, possibly a bad one) to be made that the teenagers were involved.  There is no clear evidence linking the teens to the robbery, but this attribution may be made nonetheless because people use proximity in time and space to make attributions about the causes of events.
