D: observers underestimate situational influences and overestimate
    dispositional influences on an actor's behavior

This is the correct definition of the fundamental attribution error.  Be sure to know the studies that provide evidence that people often commit the FAE, and to know why the FAE is an important factor in our judgments of other people, especially when they experience misfortune.
